	At SWF: Friday, October 30th, 1:00 - 2:30PM, Climate Change: One Year After Kyoto Biography: Tom Spencer is Surrey's Member of the European Parliament. Having actively campaigned for the referendum on British membership of the European Community (now European Union), Spencer has been involved in European politics since the 1970s. A Conservative MEP from 1979 to 1984 and from 1989 to the present he has served within the European Parliament in a variety of capacities, including as Chairman of the Committee of Foreign Affairs, Security and Defence and as a Whip for Conservatives in the European Parliament. Spencer is Vice Chairman of GLOBE International, has been an Associate Dean of Templeton College Oxford and was the Founding Director of the European Centre for Public Affairs.
